Our
Donors
The
Centre was jointly established
in 1993 by the United Nations
Development Programme and the
International Monetary Fund
as a UNDP project (Fiscal and
Monetary Management Reform and
Statistical Improvement (EFMAR--Module
1)). Apart from contributions
from these two institutions,
funding was received from the
Asian Development Bank for training
purposes. The financial contributions
were held and administered in
a PFTAC account with UNDP in
New York. Following the successful
completion of the initial trial
phase, the two founding members
committed themselves to the
extension of the project over
another three-year period from
1996 to 1998 (Phase II).
At
the same time, the Asian Development
Bank increased their contribution
and broadened their support
to all principal budget positions,
taking on the full financing
of the Public Financial Management
Advisor. In addition, the aid
institutions of Australia (AusAID)
and New Zealand (NZODA; now:
nzaid) entered the project as
donors with significant contributions.
In late-1998, the project was
extended for another three-year
period under the same project
document (Phase II - Extension).
Following
the withdrawal of UNDP from
the project in 2001 as a result
of tight finances and a reassessment
of priorities, the Project was
re-constituted in July 2002
as an IMF-based project within
the IMF's Framework Administered
Account for Technical Assistance
Activities. Given the high demand
for the Centre's services, efforts
are under way to gain support
from additional donors.
At
the outset of the IMF-based
PFTAC project period (July 2005
- June 2008), the following
