The second Annual Meeting of the AFSPC was held on 29th October 2004 in Port Vila, Vanuatu. The meeting was chaired by Mr Peter Tari, Deputy Governor of the Reserve Bank of Vanuatu.

Regional Seminar on Economic Capital Issues, the Supervisory Review Process of Basel II and Problem Bank Resolution
Hosted by the Reserve Bank of Vanuatu, the Seminar was delivered by representatives of the Financial Stability Institute of the Bank for International Settlements. The day following the Seminar, participants were addressed by a representative of the Australian Prudential Regulation Authority on the supervision of pension funds, and by the Deputy Governor of the Bank of Papua New Guinea on Corporate Governance and Reform in the PNG Financial Sector. There was also a discussion on micro-finance initiatives led by the Deputy Governor of the Reserve Bank of Vanuatu and the Manager of the National Bank of Vanuatu.
